Improve comments:
pcs is no longer a `pseudo-component', and referring to it as such
  is bound to cause confusion.
Document the non-$(MANIFEST) targets defined by Makefile.dependencies, so
  that you can (for example) search for `buildsupport:' in this file
  and not be puzzled when you don't find it.

Change variable MANIFEST to MANIFESTS, reflecting change to
  GenerateDependencies.java, which was in turn forced by changes to

  this file's evolution); now this fails with a helpful (?) explanation.

Fixed serious bug in since v1.18.  Glad it wasn't as twisted as it looked!

CCDPACK believed working!  Added appropriated entry to Makefile.in and
checked in generated Makefile.dependencies.

Makefile.in - Added kappa, polpack and gaia to the ALL_TARGETS macro.

Added tclsys components (tcl, tk, itcl).

Amalgamate the componentset.xml and Makefile.dependencies rules --
  avoids skew between them.  Procedure/documentation simplified so
  that the user doesn't have to artificially delete componentset.xml
  also.

Make handling of $(JAVA) consistent.  configure.ac substitutes
  JAVA=NOJAVA if no Java can be found in the path.  Now Makefile.in
  tests for this, rather than JAVA being empty, and ./bootstrap sets
  this when it's making its temporary Makefile.tmp

Added ard and ndg to the ALL_TARGETS variable.

Makefile.dependencies regenerated using new GenerateDependencies.java
  and thus better rules for reconfiguring `buildsupport' components.
Makefile.in has ALL_TARGETS modified, to remove starconf and the
  pseudo-component pcs, and add notes to keep such components out of
  the ALL_TARGETS list.
As a result, `make world' now works again as intended, and no longer
  fails nastily if buildsupport components are accidentally included in
  the collection of components thus rebuilt.

Rename the previous default target, so that `make world' does what
  plain `make' did before.
`make all' is now the default, and that recurses to do `make all' in
  each of the directories in configure.ac's AC_CONFIG_SUBDIRS.
Improve the support for RECURSIVE_TARGETS, more closely imitating
  automake's generated Makefile.in.  In particular, don't loop
  endlessly if SUBDIRS happens to include '.'
Add distclean and maintainer-clean targets, which do some work in the
  current directory before recursing.
Add `install' and `install-manifest' targets, which do nothing except
  give a helpful (?) message.
Have $(MANIFEST)/starconf depend on buildsupport/starconf/configure,
  rather than .../install-sh, and have the rule for that, in this
  makefile, run autoconf.  This is possible and desirable because of
  the changes elsewhere today, removing configure and Makefile.in
  files from the repository, and thus _requiring_ that starconf and
  the autotools be installed.

Guard against invoking the Makefile.dependencies rule when
  buildsupport/starconf is unconfigured.  Add a discussion in front of
  the Makefile.dependencies rule which explains why just touching the
  target is usually OK, and which agonises about merging the
  Makefile.dependencies and componentset.xml rules.

Added missing semicolon to GenerateDependencies call (how on earth did
  this not fail before?!)

Makefile.dependencies should not express a dependency of componentset.xml on component.xml files below

Simplify the Makefile.dependencies rule

Expand the test within the Makefile.dependencies rule so that it copes
gracefully with $(JAVA) being null (as will be the case for
Makefile.tmp during bootstrapping), so that we don't have to
artificially touch Makefile.dependencies within ./bootstrap.

Add a rule for creating componentinfo.dtd (largely redundant in fact,
  since ./bootstrap has to do this itself)
Modify the way that componentset.xml is generated

For bootstrap time: add target buildsupport/starconf/install-sh to run
  automake if necessary (tests whether install-sh is present)
Add target componentinfo.dtd to add a link to the DTD installed in the
  buildsupport directory (required so that we can process the
  componentset.xml file)

Makefile.dependencies is now generated using a Java program in buildsupport/starconf/java/GenerateDependencies.java, and the file also contains a generated set of dependencies for componentset.xml
